NSA is it correct ? The description of the 21 kinds of NSA´s (2)

We think that to use NSA is not giving an exhaustive description to a No State Actor.
We have 21 different kinds of NSA´s that we can describe both as ASA, ( Additional State Actors),or as ISA, ( Integrative State Actors), as well as with the parameter “ authoritarian/not authoritarian” ,(I).

But before that we start to categorize an NSA as ASA or ISA is important to understand how the State Actor, (SA), could be correlated with the NSA´s.

We can describe the international power ,(foreign policy), of a country as the sum of a 4-dimensional dynamic.
The four dimensions are :

1) The International Politic Power, (IPP), that we can synthesize as follow :

Alliances + Membership to IO,RO, FO+IEP+ISP+IHP

2) The International Economic Power, (IEP) ,y that we can synthesize as follow :

Central Bank ,(CB)+ Reserves ,(both currencies and metals) +Import, ( if the country Alfa is a small ,medium or big importer for the “Made in Beta” can affect the general foreign policy of Beta toward Alfa)+ Export, ( if you are the country Beta your foreign policy is influenced by the consideration that Alfa is a small, medium or big importer of your products)+NIC+ NIEP+ SWNS+ TWNS+ FDI+ International Aid,( out of hypocrisy the so called International Aid is mainly a way the export to a country. This in the term that the country Alfa buys inside its borders the aid to send to the country Delta) +MNC+ Financial Markets ,( both as the “hardware”, the stock markets, and as the “software” = know-how to create state of the art financial products)

3) The International Hard Power ,(IHP), that we can synthesize as follow :

Army + selling of weapons + alliances + covert actions + intelligence + OC + PSF + MF + NLM

4) The International Soft Power ,(ISP), that we can synthesize as follow :

GMO+RM+HN+BO+PC+NGO+SWNS+TWNS

Inside these 4 dimensions the players are : the government,(GOV), private actors, (PA), and PARALLEL private actors,(PPA), when the PA act as ASA against its own government.

At this moment we can observe which NSA´s act and where inside the 4-dimensional scenario.

Now we know who and where but how ,( = to categorize an NSA as ASA and/or ISA) ?

It is time to introduce four examples to understand how the 21 NSA´s act.

Exp 1 : The Libyan SWF as ISA

The Libyan SWF has a particularly strong impact in Africa. There, the Libyan Arab African Investment Company had invested in over 25 countries, 22 of them in sub-Saharan Africa, and was planning to increase the investments over the next five years, especially in mining, manufacturing, tourism and telecommunications. The Libyan investments have been crucial in the implementation of the first telecommunications satellite Rascom (Regional African Satellite Communications Organization), which entered into orbit in August 2010, allowing African countries to begin to become independent from the U.S. and European satellite networks, with an annual savings of hundreds of millions of dollars. Even more important were the Libyan investment in the implementation of three financial institutions launched by the African Union: the African Investment Bank, based in Tripoli, the African Monetary Fund, based in Yaoundé (Cameroon), the African Central Bank, with Based in Abuja (Nigeria). The development of these bodies would enable African countries to escape the control of the World Bank and International Monetary Fund, tools of neo-colonial domination, and would mark the end of the CFA franc, the currency that 14 former French colonies are forced to use. Freezing Libyan funds deals a strong blow to the entire project.,(II)

In this contest the SWF was an ISA for the Libyan Government.

Exp 2 : The Vatican City and the Opus Dei , The Wahabbi RM and the KSA an example of ISA that can turn on being an ASA

The Vatican is a SA that can act like an NSA and one of its arm is the Opus Dei.

The Opus Dei is a serious RM and we want to clarify something. We are aware that ,like many others organizations, a structure with thousands of fellows worldwide has inside its ranks “good guys” as well as “ black sheep” and we are not here to use a Don Brown´s “Vinci Code” approach.
Once that we have clarified this point we can describe the Opus Die as one of the strongest, if not the strongest, tool for the worldwide politic of evangelization run by the Papacy and a tool that acts like an NSA.
The same is for the Wahabbi RM. It is ridiculous and offensive to categorize it as a “ fabric of fundamentalism and terrorists” and we do not accept this description. But it is also thru that this movement is a powerful NSA tool in a lot of Countries and ,by the way, tool that is an important component of the foreign policy of the KSA.

The Opus Dei and the Wahabbi Movement are ISA but they, or a part of them, can turn on being an ASA if their leadership can have a different division.

Exp 3 : The Corporate insurgency and counterinsurgency : ISA or ASA ?

Since centuries the MNC have their own PSF and they used them sometimes according to the wish of their governments and sometime against ,(III).

Since at least 10 years we hear about US MNC with interests that collide with these of Washington.
Since more than a generation we can describe the USA as part of a North American continent with three countries, ( USA, Canada, Mexico),and 9 Nations,( The Empty Quarter, Quebec, New England, The Foundry, Dixie, The Islands, Mexamerica, Breadbasket, Ecotopia) ,(IV). 9 Nations with their own “capitals”, foreign policy and interests … .

In the 2008 was officially announced a skirmish with deaths between US G-men and American PSW in Iraq. They fought each against the other to defend different interests and …patrons.

In the 2007 the US Navy Academy of Annapolis started to evaluate the option to destroy installations of US multinationals if located in “black listed countries” and this if the MNC run them. It was also considered to kill the US citizens that were working there to support a black listed regime. They ,( MNC and workers),were categorized as “ traitors”.

The same approach can be found in other countries. For example in Germany ,(V).

But at the same time we have corporate counterinsurgency that is supportive of the foreign policy to the governments of these MNC, ( for example in the Niger Delta region).
An example that shows us how a NSA, ( in this case the PSF), can be at the same time ISA or ASA and all depends by the contest.

Exp 4 : The OC and Russia …an example of grey zone

Russia, with China, is the country where the link between the Government and the OC is more evident . But if we think to the problems for the substitution of the old major of Moscow in the 2010 and to the election in 2012 the right question is : who is with whom ?
A clear example of a NSA in a grey zone due to the dynamics of the internal policy.

If we can learn something is that :

a) An NSA is better described if we use the term ASA or ISA

c) Only the BO ,IO,FO,RO are “genetically” not authoritarian

In the next article we will supply some metrics to measure the impact of an NSA in a country
